The stability of carbocation is $I>II>III$

compound $\left(I\right)$ is primary carbocation and $\left(III\right)$ is also primary carbocation. But carbocation $\left(I\right)$ is more stable than compound $\left(III\right)$ flurine atom is attached with the carbocation , it shows $-I$ effect which decrease the stability of compound $\left(III\right)$
