Hydroxy group attached to benzene ring has electron pairs which attracts electrophile for substitution reaction and then methyl group can undergo electrophilic substitution reaction,benzene ring has also affinity for electrophile as it has delocalized rings present while chloro group is electron deficient so it is least reactive to go for electrophilic reactions.
