The British government passed the Rowlatt Act in 1919. According to this act, the British could arrest any man and declare him an offender in a court of law. Gandhi founded Satyagraha Sabha to counter the very oppressive Rowlatt Act. On April 13th, 1919, thousands of protesters gathered at Jallianwala Bagh on the day of Baisakhi festival to peacefully demonstrate against the act. Col Reginald Dyer arrived at the place and ordered his troops to fire at the protestors. Three hundred eighty protesters were shot to death. And over 1000 were injured. Tensions in Punjab increased, and the government declared military rule.
