The atom oxygen is more electronegative than nitrogen, in addition CH3CH2OH dipole moment is higher than CH3CH2NH2 and the molecule propane is having least dipole moment by its non-polar nature. Hence the increasing order of the dipole moment is,

CH3CH2CH3 < CH2CH2NH2 < CH3CH2OH
