The correct option is B oil > water > benzene
Oils are non-polar but have induced dipole forces of interaction which increases the strength of the intermolecular forces. Whereas water consists of H-bonding which is weaker than induced dipole interactions. Lastly, benzene consists of dispersion forces which are further weaker than both of them.

Hence, benzene < water < oil.
