CH3NH2(I),(CH3)2NH(II),(CH3)3N(III),C6H5CH2NH2(IV)

CH3NH2, (CH3)2NH, (CH3)3N, C6H5CH2NH2

The basic strength (III)>(II)>(IV)>(I).
In case of compound (iv) the inductive effect of phenyl is on the methyl, decreasing it's ability to donate electron density to nitrogen atom. As facility of 1,2,3 amines is determine by the tendency of donating electrons and 3 amines will have the height +I effect due to presence of three methyl group attached to the N atom , leading to greater electron density followed by 2 and 1 amine.
