The order of increasing strength of intermolecular forces for the given compounds are:

Ether < Ethyl Alcohol < Water

The intermolecular forces acting in ether are weak london dispersion forces.
In ethanol, there are dipole-dipole interactions, hydrogen bonds and london forces.
In water, there are dipole-dipole interactions, hydrogen bonds and london forces. The hydrogen bonds are stronger as two hydrogen atoms can bond with one neighbouring oxygen atom.
