Matter consists of tiny particles and they have a force of attraction between them.

Force of attraction between solid particles is greater than liquid particles. Also, the force of attraction between liquid particles is greater than the gaseous particles.

Iron and chalk are solids, chocolate syrup and water are liquids and hydrogen is a gas.
So, the iron and chalk have a greater force of attraction between their particles, then water and syrup and then hydrogen.
Interparticle forces are very high in iron compared to chalk and high in chocolate syrup than water.

So, the correct order would be hydrogen < water < chocolate syrup < chalk < iron rod
