So what is the relationship between torque and force and torque and perpendicular distance.

Torque is a measure of the force that can cause an object to rotate about an axis. It means force is the cause of acceleration to object in linear kinematics, in same way torque causes an object to accelerate angularly.
Torque = τ =r F sinθ
Where r is perpendicular distance between force vector and hinge.
