As liver has regeneration power . when the liver is failed , and can not function properly . why cannot the liver uses its regeneration power

Liver has regeneration power, it's true. Lever can even regenerate it's 25 % mass back.

That's what the doctors do to cure the lever. In most cases with the help of medicines the give the lever time to heat itself. If it is mass loss related issue, lever can heal it itself.
However, if the failure is acute failure, there is possibilities of blood flowing out of the lever in big amount and the fluid released by lever increases pressure on brain which may cause death. Hence in this condition the last option is to transplant the lever.
