The correct option is C 42 m/s

Angular velocity of ring ω=2^k rad/s, from right hand thumb rule
Velocity of COM of the ring, VO=4^i m/s
For the velocity of point C on ring,
VC=VO+VCO ...(i)
Here, VCO=ω×rCO ...(ii)
rCO=2^i (it represents position vector of C w.r.t centre O)
VCO=(2^k)×(2^i)
=4(^k×^i)=4^j
Substituting in Eq (i),
VC=4(^i+^j) m/s
|VC|=42+42=42 m/s
