As balloon rises, the density air decreases. As it goes up the buoyancy force or upthrust by surrounding air will decrease due to decrease in density of surrounding air. At some point, weight of balloon will become equal to upthrust and it will stop moving up.
As height increase, density decreases. So buoyant forces decreases .
Assertion is correct and reason is incorrect.
