Assertion:
If the cloth is pulled out very fast, then the time interval of application of frictional force is very small or equivalently, the impulse due to frictional force is very small. This small value of impulse is insufficient to cause a visibly significant change in the position of the dishes due to their inertia of mass and hence they remain undisturbed. Hence, the assertion is correct.

Reason is the statement of Newton's third law of motion and hence is correct. However, it is not the correct explanation of assertion as discussed above.

Hence, both statements are correct and statement -2 is not the correct explanation of the statement -1.
