When a dielectric is used, the electric field inside the capacitor decreases. It becomes [E0k=E], where E0= electric field when air was used, and due to dielectric, induced charges are produced within the dielectric slab due to polarization. As a result small amount of current flows in a reverse direction. So, both the statements given are correct, but reason is not correct explanation for the assertion.
