The Simon Commission didn't have any Indian members, despite being established to look into the working of the Indian Constitution. This all-British composition was a source of great anger for Indians. When the Commission arrived in 1928, it was met with strikes, assembly processions, demonstrations with banners and slogans of "SIMON GO BACK", and the unfurling of black flags. The Indian National Congress also boycotted the Commission.
