The assertion statement is true that the acceleration and displacement are in opposite directions during retardation. Also, the reason statement is true that acceleration is defined as the rate of change of velocity but it does not explain the assertion very well.
While retarding, the speed of the body decreases which makes the acceleration negative and the body continues to move forward. So, acceleration and displacement are in the opposite directions while retarding.
