Presence of NH4Cl suppresses the dissociation of NH4OH, hence concentration of OH is reduced to minimum.
So addition of NH4OH to an aqueous solution of BaCl2 in the presence of NH4Cl (excess) does not precipitate Ba(OH)2.
Furthermore, Ba(OH)2 is insoluble in water.
