When a molecule HCl adds to a carbon-carbon double bond, the hydrogen becomes attached to the carbon with the more hydrogens on already. This is known as Markonikov's rule. At very low temperature, 1,3−butadiene undergo 1,2 addition to giving the kinetically controlled product as a major one. so both statements are correct and second is the correct explanation of first.
