When a molecule HCl adds to a carbon-carbon double bond, the hydrogen becomes attached to the carbon with the more hydrogens on already. This is known as Markonikov's rule. At very low temperature, 1,3butadiene undergo 1,2 addition to giving the kinetically controlled product as a major one. so both statements are correct and second is the correct explanation of first.
