When soap is added to water micelle formation takes place through hydrophobic and hydrophilic ends of soap. Soaps are long chains of salts of fatty acids RCOO where R is hydrophobic part and COO and since it is negatively charged ,they do not coalesce and a stable emulsion is formed.
So both assertion and reason are correct and is correct explnation and correct answer is A.
