We know that spring potential energy is represented by-
E=12k(x)2

So in case of stretched spring it's length is increased and hence there will be potential energy.

In case of compressed spring it's length is decreased and hence there will be potential energy.

So Assertion is true.

Reason is also true and based on mathematical expression given above. So it explains the assertion properly.
