is correct explanation of the assertion.
Treating the blood to low temperatures (chilling) decreases the activity of coagulation promoting enzymes. So, at low temperatures it will take more time for the blood to clot i.e., the coagulation of blood gets delayed . Thus chilling of blood increases the coagulation time (time taken for the blood to coagulate) and not decrease it.
