Using Fleming's left hand rule (Or one can use vectors), we need to have forces in opposite directions to cancel out each other. Therefore, assertion is true. If we disturb the above wire, the wire will vibrate about its mean position due to the restoring force, which implies it is in stable equilibrium. And reason clearly isn't the correct explanation for the assertion.
