The reaction centers of PS I and PS II are P700 and P680 respectively which get excited on receiving photons of light. The photosystems PS I and PS II get activated and emit electrons. The emitted electrons are then accepted by an electron acceptor. Hence, the assertion is correct.
The electrons from PS I are first accepted by FeS which is a ferredoxin reducing substance while the electrons from PS II are first accepted by plastoquinone. The redox potential of reaction centers is more than the redox potential of first electron acceptors and due to this, electrons are transferred from reaction centers to the electron acceptors. Hence, the reason is also correct and is the correct explanation for the assertion.
