In an isothermal process, the temperature of the ideal gas remains constant.
In a cyclic process, the initial and final temperatures (states) are the same.
The internal energy of the gas is a function of temperature, hence if the temperature of initial and final states is the same. There is no change in internal energy.
Hence both assertion and reason are true and the reason is the correct explanation of the assertion.
