Since in an isothermal process the temperature remains constant, there is no change in internal energy of the system.
Thus whole of heat absorbed is used entirely in the work done by the gas.
The definition of the isothermal process is also true. But the definition has got nothing to do with conversion of thermal energy entirely into work done.
