Formation of a pi bond restricts the rotation of the bond.This is because the pi bonds formed is in mutually perpendicular direction to that of sigma bond. since it is formed due to lateral overlapping which will be destroyed in rotating the bond, hence the pi bond will break.
Hence, the rotation of pi bond is not possible as it will break on rotating leading to only sigma bond between the atoms.
