Since the electric field lines never intersect with each other or themselves, any field lines entering the Gaussian surface from the outside must also leave the surface. Now since the total electric flux passing through a surface depends on the net number of electric field lines passing through that surface, the flux due to any charge, or a system of charges outside a Gaussian surface over its surface is zero.
whereas Electric filed at any point depends on the presence of all charges.
