HCl is a very strong acid and free chlorine is a very strong oxidising agent as it is present in high concentration as compared to nitric acid. Nitric acid reacts with HCl to form nitrosyl chloride NOCl, chlorine and water. Nitrosyl chloride further decomposes to nitric oxide and chlorine.
