Heater wire must have high resistance than connecting wires and must have a high melting point because the main purpose of heater is to produce heat which in turn is proportional to the resistance (Joule's Law of Heating). So the melting point needs to be high to ensure that the wire doesn't melt with increased temperatures.
And higher resistance mean higher heat production.
