HCl is a polar substance.

Cl atom is much more electronegative than H atom.This means that the Cl atom has a stronger pull on the electrons shared in the covalent bond than H.
This means that electrons are more towards Cl than towards H.This gives the Cl slightly negative charge and H slightly positive charge. Hence, the bond is polar and there is a large difference in electronegativity.

Hence the correct option is C.
