If you push a cart with some force then according to newton third law the cart will exert an equal and opposite force on you.So the cart push you with same amount of force in opposite direction.So ASSERTION is correct.
The action reaction pairs mentioned in statement one can not cancel each other because action and reaction forces act on two different bodies.So they can not cancel each other.So REASON is wrong.
The correct reason is that when you try to push the cart on the ground the friction between the cart and ground opposes the pushing force by exerting an opposite force and prevents the cart from moving.
