Assertion:

In mono haloarenes, a halogen atom increases the electron density at ortho and para position. So, electrophilic substitution occurs at ortho and para positions. 

Halogens bonded to the benzene ring have three lone pairs. These lone pairs can cause resonance in the benzene ring and increase the electron density on the benzene ring.

So, assertion is correct.

Reason:

However, Halogens are also highly electronegative and have strong -I effect which for halogens overpowers the +R effect. So, they are deactivating groups.

So, the reason is correct.

Conclusion: Assertion and reason both are correct statements but reason is not correct explanation of assertion.

Hence the correct option is e.
