Assertion is correct because the gravitational force of attraction on the planet is directed towards the center of the sun. So net torque on the planet is zero about the center of the sun. Thus, reason is incorrect. We can always find a point, other than the center of the sun about which torque on the planet will be non zero at some instant of time. The only requirement will be that the gravitational force of attraction should not pass through that point at that instant.
