An electrical phenomenon is caused by flow of free electrons from one atom to another. Electrons which continuously move in a conducting medium are called electric current.
Alpha particles are attracted to the negatively charged point which proves that they must be positively charged as unlike charges attract. Alpha particles are helium nuclei with 2 protons which gives them their positive charge.
Therefore, when current flows through moving beam of alpha particles, there is movement of charges which creates a magnetic field around it.
