Let A=[abba] and B=[pqrs]
Assertion:
If b=0, then AB=BA

AB=[a00a][pqrs]=[apaqaras]
BA=[pqrs][a00a]=[apaqaras]
Assertion is true.
Reason:
If b0 then AB=BA if and only if p=s and q=r
equating AB and BA gives
ap+br=pa+qbq=r and
aq+bs=pb+aqp=s
