Both Assertion and reason are true but reason is not the correct explanation for assertion.
Because whenever there is changing magnetic field, emf is produced i.e. by the process of electromagnetic Induction i.e. current is generated. But when the magnetic field is uniform and constant there is no production of emf i.e. no current.
