Oxidation number of an element can be a whole number, zero or fractional number. Zero oxidation state is seen in elements such as H2,O2,P4,S8 etc. Valency of an element can never be zero.
Also, valency of Inert gases is zero. This is because continuing power of inert gases is zero. Their octet is fully filled and it does not need any removal or addition of electron for the completion of octet.
