The effective nuclear charge, Zeff of the anion is smaller than that of its parent atom. This is because when an anion is formed from a neutral atom, the number of protons remains same but the number of electrons increases by 1. Hence, the same nuclear charge is acting on more electrons. The effective nuclear charge per electron is less.
