The radius of the circle is smallest when the line joining the given points is a diameter of the circle
and thus the centre lies at the mid point of the line joining (3,8) and (5,4) i.e. (4,6). so
Statement-1 is true but Statement-2 is false as the line joining the given points may not be a diameter for each circle passing through these points.
