The catalyst is a species which increases the rate of the reaction by decreasing the activation energy.
Thus, the catalyzed reaction have lower activation energy than uncatalyzed reaction.
Also, negative catalyst or inhibitor decreases the rate of reaction by reacting with the reactant molecule and decreasing there amount. But it does not affect activation energy.
Thus. both assertion and reason are incorrect.
