In an acid the number of hydrogen atoms which can be repalced by a base is called basicity of the acid.
The structure of orthophosphorus acid is given above.
It contains two -OH group from which hydrogen can be removed. Hence its basicity us two.
Note - (-H) do not contribute to basicity because it can't be removed.
