Point of center of gravity of the object cannot co-incide with its center of mass for rotational motion the spatial distribution of mass of the body around rotational axis is very important. Because rotational inertia depends on radius of mass from the center of rotation.
Hence, we cannot consider rotating body as point mass if considered center of mass.
If axis passes through center of mass then moment of inertia is zero.
Hence, both assertion and reason are correct and reason is the correct explanation for assertion.
