Early sunrise and late sunset are results of atmospheric refraction. During sunrise or sunset, the sun is near the horizon. The sunlight coming from the sun at this time has to travel a long distance. During this time, the sunlight gets refracted by the layers of the atmosphere, and hence the image of the sun appears at some apparent height. This is the reason behind early sunrise and late sunset.
Near the horizon, sunlight does not suffer total internal reflection.
So, the assertion is correct but the reason is incorrect.
