The net charge on either plate of the capacitor is equal and opposite to the net charge stored in a capacitor = zero. The assertion is in dead correct. However, if we imagine a surface enclosing the plates of the capacitor, the surface will not hold an ant net charge and according to Gauss theorem, the flux will be zero. Thus the field is zero outside the capacitor. Hence reason is false.
So, Assertion is the true reason that is false.
