Twinkling of star is due to refraction. When the rays enter the earth atmosphere it goes through several refraction as the refractive index of earth atmosphere changes continuously. Some time the refraction is high and some time its low ,that causes the twinkling of stars.
Velocity is inversely proportion to refractive index. It changes with change in medium. Reason is correct but it is not the correct explanation of the assertion.
