As the capacitor are in parallel so the potential across the capacitors will be equal . So no current will not flow in the circuit.
Charge on $C_1$ is $Q_1=C_{1}V$ and charge on $C_2$ is $Q_2=C_{2}V$
$\frac{Q_1}{Q_2}=\frac{C_{1}V}{C_{2}V}=\frac{1}{2}$
