According to the laws of refraction, when a ray of light enters from a rarer to a denser medium, it bends towards the normal. And ice is a rarer optical medium as compared to water.
Since, velocity of light is less in a denser medium as compared to a rarer medium, therefore, angle of incidence is more than the angle of refraction, thus, the ray bends towards the normal.
