According to Snell's law, when a beam of light travels from a rarer medium (air) to a denser medium (water), it bends towards the normal. Since the edge away from the water is still moving at a faster speed, the wavefront swings around and becomes more parallel to the surface. This makes the direction of motion more parallel to the normal. Hence, the width of the beam increases.
