Wobble hypothesis was proposed by Crick in 1966 to explain the degeneracy of genetic code. The degeneracy of codons accounts for the unequal distribution of different amino acids in a protein. According to this hypothesis, major degeneracy occurs at the third position whereas first two bases don't change. That third base is called wobble base.
The pairing between an unusual base of t-RNA and wobble base of mRNA is called wobble pairing. Generally different codons for a particular amino acid have same first two letters. Thus, wobbling reduces the number of t-RNA molecules required for polypeptide synthesis. Hence, assertion is true.
